1. Preheat the oven to 205 degrees Celsius. Use small paper liners for the cakes or a muffin tin.
2. In a medium bowl, mix the oats, sugar, cinnamon, salt, and baking powder. Mix well. Beat the egg with the oil and add the milk, mixing it into the batter. Gradually add the flour until the batter is smooth.
3. Fill the small cake cups up to 2/3 full with the batter. Bake for about 20 minutes or until they turn a golden color.
