1. In a 25 cm square glass baking dish, arrange a layer of crackers. You'll need about 9 crackers. In a bowl, add the eggs and whisk.
2. Add the flour, cornstarch, orange blossom water, and vanilla, and whisk well. In a saucepan, combine the sweetened condensed milk and water. Pour a little of this mixture into the egg mixture.
3. Place the saucepan with the milk over heat to warm up. Gradually add a little of the warm milk to the egg mixture, stirring quickly. Return the mixture to the heat and stir until it thickens well.
4. Stir for 1-2 minutes, then pour the cream over the crackers. Let the cream cool slightly, then cover the surface with whole crackers. Alternatively, break the crackers and sprinkle them all over the surface.
5. Let the cream cool completely, then refrigerate it to chill. Before serving, sprinkle with powdered sugar and, if you like, with cinnamon.
